On August 1st and February 1st each year every association doing business in this State shall publish in a newspaper located in the County where such association has its principal office, a detailed statement of the assets and liabilities of such association for the period ending June 30 and December 31 immediately preceding such report, and shall file a copy of same with the Commissioner.
