These rules apply to all members of the public requesting to comment at a Meeting before the Board or any subsidiary Governing Body of the Board. The opportunity for public comment authorized in these rules is separate and apart from the opportunity of parties in contested case proceedings to present oral argument in accordance with Tenn. Comp. R. & Regs. 0600-01 and Tenn. Code Ann. § 4-5-315(e).
