1. (1) Unless otherwise provided herein, these rules shall govern the conduct of all Contested Cases before the Board or an Administrative Judge.
2. (2) In the event of any conflict between these rules and the Uniform Rules of Procedure for Hearing Contested Cases Before State Administrative Agencies (Chapter 1360-04-01), the provisions of these rules shall control.
