1. (1) Supported employment-individual discovery is paid for on an outcome basis.
2. (2) The unit is a complete episode of the service as defined in the approved Section 1915(c) waiver application and includes all of the service required to deliver the expected outcome.

3. (3) The outcome-based rate is calculated using the following factors:

   1. (a) Average cost of job developer hour of service, including these component costs: SERVICE PROVIDERS (RATE STRUCTURE)

      1. 1. DSP reimbursement rate;
      2. 2. Adjustment of $2.75/hour to increase DSP reimbursement rate to account for additional qualifications required for discovery;
      3. 3. Employee-related expenses;
      4. 4. Administrative costs;
      5. 5. Productivity assumptions; and
      6. 6. Travel costs;
   2. (b) Average number of job developer hours required to complete service; and
   3. (c) Billable service adjustment for percentage of waiver participants that do not complete the service due to reasons beyond the purview of the provider’s control.
