1. (1) Under the authority of T.C.A. §41-8-108, the Department of Correction is required to establish rules for the general administration of the County Corrections Incentive Program.
2. (2) For the purposes of this program all definitions as stated in T.C.A. §41-8-103, apply.

3. (3) The Department of Correction hopes that by carrying out the responsibilities of the County Corrections Incentive Act, T.C.A. §41-8-101, et. seq., both state and county governments will mutually benefit by:

   1. (a) helping to alleviate overcrowding in state correctional facilities; and
   2. (b) assisting counties in upgrading local correctional facilities and programs.
