The following persons may E-file a Document upon completion of the registration requirements of these Rules:

1. (1) An attorney licensed to practice law in Tennessee.
2. (2) An attorney admitted or who seeks to be admitted pro hac vice.
3. (3) Any party acting pro se in a case pending in the Claims Commission who is otherwise authorized by law to file Documents with the Claims Commission.
