1. (1) After an administrative judge or a hearing officer issues an initial order in a contested case heard in accordance with the Uniform Administrative Procedures Act, T.C.A. § 4-5-301 et seq., the Commissioner may:

   1. (a) Determine not to exercise any review of the issues raised by any party on appeal; or
   2. (b) Determine to review some but not all of the issues raised by any party on appeal; or
   3. (c) Delegate authority to review the initial order to one or more persons; or
   4. (d) Authorize one (1) or more persons to review the initial order, subject to further review by the agency.
