The rights of discovery include:

1. (1) Depositions
2. (2) Discovery and production of documents and physical evidence.
3. (3) Admission of facts and genuineness of documents. All questions concerning discovery shall be heard by the Commissioner or the Hearing Examiner assigned to hear the case.
