1. (1) On the petition of any interested person, the Commissioner may, after hearing held pursuant to T.C.A. Title 4, Chapter 5, issue a declaratory ruling with respect to the validity of a rule or with respect to the applicability to any person, property or state of facts of any rule or statute enforceable by him or with respect to the meaning and scope of any order of the Commissioner.
2. (2) The petition seeking a declaratory statement shall be filed in writing with the Department.

3. (3) The form of such petitions shall be substantially as follows: Petition for Declaratory Ruling Before the Commissioner of Banking.
