The State Board of Elections may promulgate rules pursuant to chapter 1-26 concerning:

1. (1) The petition form for the formation of a special district;
2. (2) The notice of election; and
3. (3) The nominating petition. The petition form and notice of election shall include a description of the proposed district boundaries.
