A water development district, or the Board of Water and Natural Resources in the case of an initial election, shall publish a notice setting forth vacancies that will occur upon the completion of board member terms. The notice must:

1. (1) Be published once per week for two consecutive weeks;
2. (2) Be published in the official newspaper of the district;
3. (3) Be published no less than ten nor more than twenty days before the deadline for the filing of director petitions; and
4. (4) State the time and place where nominating petitions may be filed for director vacancies.
