Each water development district shall promote the conservation, development, and proper management of district water resources, according to district priorities. Each water development district shall serve as a district-wide clearinghouse for water quality and supply projects through:

1. (1) The provision of technical, organizational, and financial assistance to prospective and existing project sponsors;
2. (2) The recommendation of projects for inclusion in the state water plan; and
3. (3) Any lawful means, not otherwise provided, to accomplish the purposes of chapters 34A-2, 34A-3A, 34A-6, and 34A-9, chapters 46A-3A to 46A-3E, inclusive, and chapters 46A-1 and 46A-2.
