The board shall set, by rules promulgated pursuant to chapter 1-26, and shall collect in advance the following nonrefundable fees from applicants:

1. (1) For an initial license, not more than seventy-five dollars;
2. (2) For renewal of a license, not more than one hundred dollars;
3. (3) For reinstatement of a lapsed license, the current renewal fee plus not more than twenty-five dollars;
4. (4) For a temporary license, not more than fifty dollars.
