The board may promulgate fees for the following fee classifications:

1. (1) Initial license fee not to exceed seventy dollars;
2. (2) Renewal of license fee not to exceed thirty-five dollars;
3. (3) Late renewal fee not to exceed one hundred dollars; and
4. (4) Temporary permit fee not to exceed fifty dollars.
