No person may operate a snowmobile in the following manner:

1. (1) At a speed that is greater than is reasonable or prudent under the circumstances;
2. (2) In any reckless way so as to endanger the person or property of another;
3. (3) Without a functioning muffler complying with § 32-15-17. A violation of this section is a Class 2 misdemeanor.
