The secretary of human services may adopt reasonable and necessary rules pertaining to the attendant-care program in the following areas:

1. (1) The amount, scope, and duration of care;
2. (2) The level and basis of payment;
3. (3) Eligibility determination;
4. (4) Administration, record keeping, and audit requirements; and
5. (5) Such other standards and requirements as may be necessary to ensure the efficient operation and administration of the program.
