To carry out the program established in § 13-66-1 , the Department of Education, consistent with the policies of the nationally recognized Jobs for America's Graduates, Incorporated, shall:

1. (1) Establish performance standards for the program;
2. (2) Provide ongoing enhancement and improvements in the program;
3. (3) Provide information on the results of the program; and
4. (4) Provide training for participating schools.
