The Transportation Commission may adopt rules, pursuant to chapter 1-26, governing the following elements in granting written approval for access to state highways as provided for in §§ 11-3-12.1 and 31-24-6:

1. (1) Access location, width, and spacing;
2. (2) Signal spacing;
3. (3) Median design;
4. (4) Access application process;
5. (5) Access construction standards; and
6. (6) Safety. Nothing in the rules promulgated pursuant to this section supersedes county or municipal planning and zoning authority.
