A Tier 3 assessment is a risk-based analysis to develop values for potential direct and indirect exposure pathways at the point or points of exposure based on site-specific conditions. As part of a Tier 3 assessment, the responsible person must define the vertical and horizontal extent of soil contamination exceeding Tier 1 action levels and groundwater exceeding South Dakota groundwater quality standards in chapter 74:54:01.
