Public notice -- Proposed permit and statement of basis.

The secretary shall give notice to the public of proposed permits prepared under this chapter and shall make them available for public comment. Each proposed permit shall be accompanied by a statement of basis. The secretary shall give notice of opportunity for a public hearing.
