A permit may be transferred to a new owner or operator only if the permit has been modified or has been revoked and reissued. The reissued or modified permit shall incorporate other requirements, as necessary, to reflect the conditions under the new owner. Automatic transfers are allowed as set forth in § 74:52:04:02.
