Except as provided in §§ 74:52:02:04 and 74:52:02:36, a person proposing a surface water discharge or the use or disposal of sewage sludge from treatment works treating domestic sewage shall submit a complete application for a SWD permit at least 180 days before the date on which the discharge is to commence unless permission for a later date has been granted by the secretary.
