If any water resource enhancement or restoration project that requires public notice is contested in writing, the board shall hold a hearing pursuant to chapter 74:50:02. Based on the record of the hearing, the board shall approve the project if the board determines the overall goals of the project justify any short-term detriments and it is in the public interest.
