The owner or operator of a facility that pelletizes or dehydrates alfalfa, or that does both, may discharge into the ambient air an air pollutant of a density no greater than thirty percent opacity, as established by the EPA's Method 9 in 40 C.F.R. Part 60, Appendix A (July 1, 2024).
