74 : 36 : 07 : 99 . Calculate nonmethane organic compound emission rate for existing municipal solid waste landfills. The owner or operator of an existing municipal solid waste landfill shall calculate the nonmethane organic compound emission rate using the appropriate equation in subdivision (1) or (2):

1. (1) If the actual year-to-year solid waste acceptance rate is known, the mass of nondegradable solid waste may be subtracted from the total mass of solid waste in a particular section of the landfill when calculating the value for mass of solid waste if documentation of the nature and amount of such wastes is maintained; and

2. (2) If the actual year-to-year solid waste acceptance rate is unknown, the mass of nondegradable solid waste may be subtracted from the total mass of solid waste in a particular section of the landfill when calculating the value for the average annual acceptance rate, if documentation of the nature and amount of such wastes is maintained:

   M_NMOC = 2L_o R(e^-kc - e^-kt)C_NMOC(3.6×10^-9), where

   M_NMOC = Mass emission rate of nonmethane organic compounds, in megagrams per year;

   k = Methane generation rate constant, in year⁻¹;

   L_o = Methane generation potential, in cubic meters per megagram solid waste;

   M_i = Mass of solid waste in the i^th section, in megagrams;

   R = Average annual acceptance rate, in megagrams per year;

   t = Age of the landfill, years;

   t_i = Age of the i^th section, in years;

   C_NMOC = Nonmethane organic compound concentration, in parts per million by volume as hexane;

   c = Time since closure, years; for an active landfill c = 0 and e^−kc = 1; and

   3.6 x 10^-9 = Conversion factor.
