When calculating PSD emissions for an existing municipal solid waste landfill, the owner or operator must estimate the nonmethane organic compound emission rate for comparison to the PSD major source and significance levels in 40 C.F.R. § 51.166 or 52.21 (July 1, 20 24 ) using the EPA ' s AP-42, Fifth Edition, Compilation of Air Pollutant Emission Factors, Volume 1: Stationary Point and Area Sources (January1995) or other approved measurement procedures.
