The standards of performance for volatile organic liquid storage vessels, including petroleum liquid storage vessels for which construction, reconstruction, or modification commenced after July 23, 1984, and on or before October 4, 2023, are those in 40 C.F.R. Part 60, Subpart Kb (July 1, 2024). A source that operates a unit subject to Subpart Kb is exempt from the obligation to obtain a Part 70 operating permit if the unit is not required to install controls and if the source is not required to obtain a Part 70 operating permit for a reason other than the source is subject to Subpart Kb. Exempted sources must still meet the applicable requirements in Subpart Kb.
