74 : 36 : 07 : 115 . Existing municipal solid waste landfill instrumentation specifications and procedures for surface emission monitoring devices. The owner or operator of an existing municipal solid waste landfill complying with the provisions in § 74:36:07:103 must comply with the following procedures for demonstrating compliance with the surface methane operational standards:

1. (1) The portable analyzer meets the instrument specifications provided in 40 C.F.R. Part 60, Appendix A, Method 21, section 6 (July 1, 2024), except that methane replaces all references to VOC;
2. (2) The calibration gas is methane, diluted to a nominal concentration of five hundred parts per million in air;
3. (3) To meet the performance evaluation requirements in 40 C.F.R. Part 60, Appendix A, Method 21, section 8.1 (July 1, 2024), the instrument evaluation procedures of section 8.1 are used; and
4. (4) The calibration procedures provided in 40 C.F.R. Part 60, Appendix A, Method 21, sections 8 and 10 (July 1, 2024) are followed immediately before commencing a surface monitoring survey.
