Reopening a permit shall follow the procedural requirements to issue an initial permit and shall affect only those parts of the permit for which cause to reopen exists. The department shall follow the procedural requirements for initial permit issuance and shall notify the source at least 30 days before reopening a permit issued to the source. The department may provide a shorter notice in an emergency.
