A person may not operate any source or unit likely to cause the emission of air pollutants into the ambient air or any equipment which prevents or controls the emission of air pollutants into the ambient air until a construction permit, PSD preconstruction permit, NSR preconstruction permit, or Part 70 operating permit has been issued by the board or the secretary.
