A certificate of deposit, surety bond, or letter of credit may only be signed by a person authorized by the operator. The operator shall submit a notarized letter with the operator's letterhead to the department, which lists the person or persons authorized to sign financial assurance documents on behalf of the operator. In the event that an authorized signer changes, the operator shall submit a letter listing the new authorized signer within thirty days of the change.
