Cash deposited in an account with this state as financial assurance is subject to the following requirements:

1. (1) The board may only accept cash in the form of a cashier's check in the name of the operator. Individuals may not submit a cashier's check on behalf of a corporation; and
2. (2) Any interest earned on the account is payable to the state.
