The department shall publish a notice of recommendation pursuant to the publication requirements of SDCL 45-6B-30 and shall allow 20 days in which interested persons may file a petition to initiate a contested case hearing on the notice of temporary cessation. A petition to initiate a contested case hearing must comply with the requirements of chapter 74:50:02. If a petition is not filed, the notice of temporary cessation is automatically approved by the board as recommended by the department.
