The requirements in §§ 74:29:07:19 to 74:29:07:27, inclusive, apply to the specific type or types of reclamation selected pursuant to SDCL 45-6B-45. These requirements are to be used to develop, when practicable, a multiple-use reclamation plan.

The individual who develops the reclamation plan must be competent in the management and planning of the specific type or types of reclamation selected.
