The following procedures apply to the submission of a permit application:

1. (1) The applicant shall transmit to the department proof of submission of a copy of the application to the register of deeds in the county in which the affected land is located;
2. (2) To facilitate departmental review of an application, the applicant may submit three copies of the application; and

3. (3) To facilitate agency review of an application, the applicant may submit copies of the application by certified mail to the following agencies at the same time the application is submitted to the department:

   1. (a) The department of game, fish and parks;
   2. (b) The department of education and cultural affairs;
   3. (c) The U.S. forest service, if lands under its jurisdiction are included in the proposed operation;
   4. (d) The local conservation district;
   5. (e) The U.S. bureau of land management, if lands under its jurisdiction are included in the proposed operation; and

   6. (f) The department of health.

      A copy of the return receipts shall be submitted to the department.
