All applicants for a Class IV plant or system operator's certificate must meet the following qualifications of education and experience:
- (1) Completion of a four year degree at a college or vocational school majoring in environmental engineering, environmental sciences, or related fields and four years of experience including at least two years of experience in a Class III or higher facility; or
- (2) Completion of high school or the equivalent and eight years of experience including at least four years of experience in a Class III or higher facility; and
- (3) Passing of the appropriate Class IV exam.
