In all drilling operations, precautions must be taken for keeping the well under control, including the use of blowout preventers and high pressure fittings attached to a cemented casing string. If the drilling operation is in an area where a blowout preventer may not be needed, an exception to the blowout preventer requirement may be granted by the secretary.
