The recipient must provide a minimum of 20 percent match on the amount of the brownfields revolving loan subfund financial assistance. This match may be in the form of:

1. (1) Cash;
2. (2) Labor;
3. (3) Materials; or
4. (4) Other services as allowed by the Act.
