Each applicant must demonstrate to the board that it has the legal authority and technical and financial capability necessary to plan, construct, operate, repair, and maintain the proposed solid waste management projects and to obtain and administer the proposed funding. The applicant is responsible for the project and shall provide for continued availability of its services even though the project may be operated, maintained, or managed by a third party under contract or management agreement.
