New water systems must submit the following in order to obtain a certificate of approval:

1. (1) New water system application as set forth in § 74:04:09:07;
2. (2) A business plan, which includes a facilities plan, management plan, and financial plan, as set forth in § 74:04:09:08; and
3. (3) Plans and specifications.
