Additional constraints to be applied during times of water shortages.

When and where water shortages exist, as determined by the board upon analysis of observation well measurements and other data revealing abnormally low annual or seasonal aquifer water supply conditions, the following additional constraints on water withdrawals by large-capacity wells shall be applied:
- (1) Withdrawals of water by large-capacity wells may be reduced based upon priority among all such wells located in the water shortage area of an aquifer to the extent necessary to assure domestic use water supplies in adequate wells;
- (2) When operation of large-capacity wells contributes directly to impairment of the water supply for adequate domestic use wells, the degree of reduction of withdrawal of water from such wells shall be greater than for other large-capacity wells.
