The chief engineer shall inspect flood control works constructed under a flood control permit to determine if the project works are constructed in accordance with SDCL 46-5-30 and 46-5-47. Following completion of an inspection and compliance with SDCL 46-5-30.1, the chief engineer shall issue a license for the project.
