A permit-issuing authority may issue a single-trip permit or a permit holder may use a self-issuing single-trip permit which allows a permit vehicle to move to the nearest available public or private scale site for the purpose of determining whether a load is properly placed on the permit vehicle. The permit-issuing authority may not issue or validate a permit to move to a scale site until the proposed route has been approved by the permit center. Enforcement authorities may not take enforcement action against the permit vehicle or operator for permit vehicle weight violations in excess of that allowed by the permit if the permit was secured honestly. The permit is valid only for the permit vehicle's movement to the scale site.
