An annual stack mover permit allows a stack mover to be overweight when one or more of the stack mover's lift axles are raised to facilitate turning at an intersection provided the following conditions are met:

1. (1) The lift axles were installed on the stack mover before July 1, 1991;
2. (2) The stack mover is not on an interstate highway;
3. (3) The lift axles are raised within 100 feet before beginning the turn and are lowered within 100 feet after completing the turn; and

4. (4) No bridges are crossed while the lift axles are lifted.

   An annual stack mover permit is not valid if used in conjunction with the annual lift axle permit as defined in § 70:03:01:85.
