A permit-issuing authority may issue to an applicant an annual permit which allows the movement of an oversize stack mover. The applicant shall submit a completed stack mover permit application form or provide the permit-issuing authority with the information to complete the application form. The permit shall be assigned to an individual truck-mounted or tractor-towed stack mover.
