A person may request the Aeronautics Commission to issue a decision as to the applicability of any statutory provision, rule, or order pertaining to matters of aviation by filing a petition with the secretary of the Department of Transportation. The commission shall consider these petitions at a scheduled hearing date held during a regular meeting.
