When making a decision on an application, the board shall consider the character, experience, management record, and background of the applicant and the likelihood the grant award will result in:

1. (1) High quality employment opportunities;
2. (2) Repopulation;
3. (3) Stronger economies;
4. (4) Housing development;
5. (5) Business growth;
6. (6) Support for entrepreneurship; or
7. (7) Job creation, expansion, and retention.
