67 : 62 : 06 : 01 . Requirements for executive director. The board of directors shall appoint an executive director with the following qualifications:

1. (1) Knowledge of mental health services;
2. (2) Administrative skills; and
3. (3) At the time of employment, knowledge of the administrative rules pertaining to community mental health services and programs.
