The following services are not covered under the provisions of this chapter, and a provider agency may not submit a bill if it provides any of these services on behalf of an eligible individual:

1. (1) Washing outside windows;
2. (2) Moving large furniture;
3. (3) Shoveling snow;
4. (4) Performing garden or yard work;
5. (5) Cleaning up before or after company or visitors;
6. (6) Washing walls;
7. (7) Caring for pets or livestock;
8. (8) Painting;
9. (9) Visiting, except while performing approved services;
10. (10) Shampooing carpets; or
11. (11) Other tasks not necessary to maintain a client in the client's home.
