HCBS may be available to an individual who meets one of the following requirements:

1. (1) Is receiving TANF, SSI, or a foster care maintenance payment under Title IV-E of the Social Security Act; or

2. (2) Is aged, blind, or disabled and has an income less than 300 percent of the SSI standard benefit but is not eligible for SSI.
